It would have been I think more correct w
have used the words "this Ordinance" in lieu of "this part of
that Ordinance".
The subject matter of the Ordinance (43 of
1909) is the Licensing of Chinese Money Changers and Ordinance 8 of 1887 is a general Ordinance relating to licences but as
special reference was made to Section 3 in relation to money
changers the words "this part of that Ordinance" were used in
the Memorandum whereas strictly the whole Ordinance is exempted
from operation in the New Territories by Ordinance 6 of 1899.
In reply to paragraph 3 of the Secretary'
of State's Despatch there is no later Ordinance on the subject.
